The regulations provided that there must be on site at all times when road works are in progress, at least one person with a valid CSCS card relating to Health and Safety at Roadworks and the road works must be supervised by a competent person who has been issued with a valid CSCS card relating to Signing, Lighting and Guarding at Roadworks.
