The new regulation 97 of the Construction Regulations 2006, provides that a contractor who is responsible for a construction site shall ensure, that for any part of a road that is opened, excavated or broken up or obstructed by plant or equipment, adequate guarding and lighting is provided and traffic signs are placed and maintained and where necessary operated for the safe guidance and direction of persons, having particular regard to the needs of people with disabilities.
The regulations provided that there must be on site at all times when works are in progress, at least one person with a valid CSCS card relating to Health and Safety at Roadworks (new course) and the works must be supervised by a competent person who has been issued with a valid CSCS card relating to signing, lighting and guarding.
Where construction work obstructs the roadway or where pedestrians, people with disabilities or cyclists on a cycle track that forms part of a footway are diverted onto the road, there must be on site when signing, lighting and guarding is being installed, modified or removed, at least one person who has been issued with a valid CSCS signing, lighting and guarding card.
The new one day Health and Safety At Roadworks is FETAC level 5, CSCS card from FAS with a maximum of 20 delegates per course and will be assessed by a multiple choice test.

The Safety at roadworks is not a substitute for the existing "Safe Pass" programme and Crystal Safety Services is now also in a position to deliver this one day programme
